Expert Consultations for the Update of the Sofia Municipality Master Plan
Development Objective
The objective of the study is to discuss key issues and challenges related to the update of Sofia Municipality’s Master Plan through structured expert dialogue and to formulate practical guidelines for the future spatial development of Sofia.
The consultations build on the analysis carried out by OP Sofiaplan, the assessment of the implementation of the 2009 Master Plan and the accumulated experience, which show that existing plans and regulatory and governance mechanisms need to be reconsidered.
The study aims to:
- bring together different professional and institutional perspectives on key issues related to Sofia’s development;
- verify and complement the conclusions of the analyses through expert discussion;
- identify regulatory, spatial, financial and institutional shortcomings;
- formulate recommendations to support the preparation of the brief for the Master Plan update.

Approach
1. Defining Key Topics for Discussion
Together with OP Sofiaplan, we structure the consultation process around three strategic topics: the future of suburban areas, the new regional planning framework, and the management of major public sites owned by Sofia Municipality.
2. Identifying and Engaging Experts and Institutions
We bring together diverse groups of participants from Sofia Municipality, public institutions, academic and professional organisations, municipal enterprises and independent experts. This allows the institutional, regulatory, spatial and practical dimensions of each issue to be considered simultaneously.
3. Preparing and Facilitating Expert Discussions
We organise and moderate six expert meetings based on pre-structured questions, theses and possible scenarios. The discussions focus not only on identifying problems, but also on comparing alternative approaches and possible solutions.
4. Analysing and Systematising Expert Positions
We summarise the arguments, areas of consensus and differences between participants. For each topic, we structure the main strengths, weaknesses, opportunities and risks and link them to the specific challenges facing spatial and strategic planning.
5. Formulating Recommendations
Based on the discussions, we develop recommendations for changes to the regulatory and institutional framework, improvements to planning and financing tools, spatial data management and stronger inter-institutional coordination.
6. Translating the Conclusions into Directions for Action
For the three thematic areas, we develop concrete initial steps and directions for an action plan that can be used in preparing the brief and the subsequent update of the Master Plan.
Result
The result is a systematised expert foundation for the preparation of the update of Sofia Municipality’s Master Plan, combining analysis, professional dialogue and concrete recommendations for action.
The study:
- summarises the positions of 60 experts involved in six thematic discussions;
- identifies key risks and shortcomings in the existing planning, regulatory and institutional framework;
- formulates recommendations for managing suburban areas and limiting dispersed urban development;
- provides guidelines for positioning Sofia within the new regional planning system and for coordinating with its functional urban area;
- proposes an approach for developing a unified information base and more integrated management of major sites;
- structures concrete next steps to support the preparation of the brief for the Master Plan update.
The process creates a link between expert knowledge, institutional experience and public decisions concerning Sofia’s spatial development, transforming individual analyses and positions into a shared basis for action.
