Development Objective
The objective of the study is to provide an independent interim evaluation of the implementation of the Gabrovo Municipality Integrated Development Plan for the period 2021–2027 and to establish to what extent the strategic objectives, priorities and measures are leading to the expected results.
The evaluation examines the municipality’s development and the implementation of the plan in the context of a dynamic socio-economic and political environment and aims to:
- track socio-economic changes in the municipality during the period 2021–2024;
- assess progress towards the strategic objectives, priorities, measures and indicators of the Integrated Development Plan;
- analyse the effectiveness and efficiency of the use of financial and institutional resources;
- assess stakeholder participation and the implementation of communication measures;
- formulate guidelines for more effective implementation of the plan through 2027 and for the preparation of the following programming period.

Approach
1. Collection and Structuring of Information
We analyse the official documentation related to the Integrated Development Plan, annual monitoring reports, data from the municipal administration, public statistical sources, and additional information from institutions and organisations.
2. Analysis of Socio-Economic Development
We track key changes in the local economy, business activity, investment, exports and other indicators, examining them in the context of external factors such as the pandemic, inflation, energy and geopolitical instability.
3. Assessment of the Implementation of the Strategic Framework
We compare the stated objectives, priorities and measures with the results actually achieved. We analyse the level of implementation of the indicators and identify the areas with the greatest progress and those where acceleration and/or adaptation of actions is required.
4. Financial Analysis
We compare the plan’s indicative budget with the funds actually spent and contracted by strategic objective, priority and sub-objective. We also examine the structure of the funding sources used.
5. Assessment of Governance and Stakeholder Participation
We analyse the mechanisms for coordination, publicity and participation – public discussions, expert meetings, work with the Municipal Council for Civil Society Development, communication through municipal channels and the involvement of local partners.
6. Formulation of Recommendations and Guidelines
Based on the evaluation, we develop specific guidelines for the remaining period of the Integrated Development Plan and for the next programming cycle – including project readiness, diversification of funding, improved internal monitoring, stronger coordination and integration of climate objectives.
Result
The result is an independent interim evaluation that provides a comprehensive overview of progress in the implementation of the Gabrovo Municipality Integrated Development Plan and translates the accumulated data into practical guidelines for governance and future planning.
The study:
- assesses the level of implementation of the strategic objectives, priorities, measures and indicators;
- identifies areas of strong progress and areas where shortcomings or delays remain;
- analyses the effectiveness of the use of financial resources and the attraction of external funding;
- assesses the mechanisms for coordination, communication and stakeholder participation;
- formulates specific recommendations for more effective implementation of the plan through 2027;
- provides guidelines for the preparation of strategic planning for the period 2028–2034.
The evaluation supports Gabrovo Municipality not only in reporting on what has been achieved, but also in using the accumulated experience to adapt current actions and better prepare for the next programming period.
